This looks like there is no frameloader on the browser element: https://searchfox.org/mozilla-central/rev/39265dd58298c40bed029617ad408bf806cce761/toolkit/content/widgets/browser-custom-element.js#363

This returns null and gets passed as a loadContext to getLoadContextCodebasePrincipal: https://searchfox.org/mozilla-central/rev/39265dd58298c40bed029617ad408bf806cce761/toolkit/content/widgets/browser-custom-element.js#1038 which in turn checks the argument and returns NS_ERROR_UNEXPECTED.

I couldn't find how frameloader gets inited it looks like it's through XULFrameElement implementing MozFrameLoaderOwner.
