The unknown content type handling dialog is shown when Firefox does not know what to do with the content that is being offered to download.

You can see this dialog by visiting http://entropymine.com/jason/testbed/mime/ and clicking on any of the items in the application/octet-stream rows.

This DTD file should be converted to unknownContentType.ftl in the /toolkit/locales/en-US/toolkit/downloads/ directory (the "downloads" directory will need to be created).

The migration file should be created in the /python/l10n/fluent_migrations directory.

The markup for this dialog is found at toolkit/mozapps/downloads/content/unknownContentType.xul

This bug should also track converting the multiple settingsChange.dtd files. These files should be converted to settingsChange.ftl (they will need to remain separate since the /toolkit one is overridden by the /browser one).
