This test is failing on debug (both verify and "normal" runs) with leaks. It's unclear to me right now why; adding timeouts doesn't help and I don't see anything obvious the test is doing wrong. However, reverting the 1-line actual change from the bug that the test landed with doesn't help the leakage, so I think the leakage is orthogonal to the actual bugfix, and the test is just exposing leakage elsewhere (or in the test, but again, not sure how that is - it's pretty straightforward as tests go). So I'm disabling the test on debug right now so bug 1521708 can stay in the tree.

Looks like other tests are disabled with quantumbar due to shutdown leaks, so maybe it's that?

I've confirmed the test doesn't leak with quantumbar disabled.
