The TART talos test [1] tests the performance of the tab opening animation, by starting an animation and measuring the browser's FPS.
This is incompatible with the intended future of the new tab animations (bug 1522191) in which they will be running off the main thread, thus dissociating the browser's overall FPS with the animation FPS.

Sorry for the delay. I think I should resign as TART contact as I haven't been involved with the tabs since 2014. I think mconley has context on the new animations and with performance so would be a good candidate.

The new animations project was canned, and so the TART test still applies as much as it ever did.
I think we can close this one out as INVALID.
