We would like to run the Raptor performance tests (benchmarks and page-load tests) against an android browser app that uses WebView. This will provide us with comparison data vs geckoview etc.

This will require a new mode in Raptor that will run not as a web browser extension, since chrome/webview doesn't support browser extensions.

Note that the work being done first for Raptor cold-start tests (Bug 1518975) will lay the foundation for this, as cold-start tests also will run Raptor not as a browser extension.

Update - cold page-load tests do still use the Raptor webext; running against WebView will be the first attempt at using Raptor on a browser that doesn't support extensions.

This will now happen as part of bug 1598059.
