Follow the steps to reproduce and you will notice that the background image gets
"chopped". This is fixed when you resize the window again.

Reproducible: Always
Steps to Reproduce:
1. Check out testcase and make the window smaller horizontally.
2. Now scroll the page horizontally and you will see the bug.

Lets say that you have a popup with a background image and you resize it, then
this bug will be very visible.
