Steps to reproduce:
- Opened a web page on Windows 10 PC using Firefox 64.0.2 (64-bit) that included downloadable fonts that are not installed on my computer -- will use Firefox website as example: https://developer.mozilla.org/en-US/docs/Mozilla/QA/Bug_writing_guidelines
- Printed web page to PDF using a PDF printer (tried Adobe PDF; CutePDF Writer; and Microsoft Print to PDF).
- For comparison, followed the same steps using Chrome and Edge.
Actual results:
Text in downloadable fonts that are not installed on my computer was saved in the PDF as an image when using Firefox to print, which would ultimately require OCR to retrieve from PDF. This also resulted in a much larger file size. Sample attached (see "Jump to" as an example of text saved as image).
Expected results:
Any text should be saved in PDF and able to be selected/copied/pasted without needing OCR. (Both Chrome and Edge handled the text in this matter).

looks like a dupe of bug 885992 but it seems that the "print_downloadfonts" option is gone.
