Let's use the following comment as an example:
https://bugzilla.mozilla.org/show_bug.cgi?id=1445778#c13
There you can read the following line:
(In reply to Patrick Cloke [:clokep] from comment #12)
"comment #12" is a link to:
https://bugzilla.mozilla.org/show_bug.cgi?id=1445778#c12.
But in the e-mail notification it's a link to:
https://bugzilla.mozilla.org/#c12
The important part, the "show_bug.cgi?id=1445778", is missing in the link.
It's a regression because the issue was not present in bugzilla mails from December 2018.
