Going into settings and back with "Don't keep activities" enabled returns to a blank tab

- Enable "Don't keep activities" in the phone's developer settings.
- Open a tab in Firefox.
- Open Firefox's settings.
- Go back.
--> The tab is white and isn't restored until you either
a) switch to a different tab and back again, or
b) switch to a completely different app and then back to Firefox (although that seems to have its own issues)
I guess that when GeckoApp goes through onCreate and mIsRestoring is true, we need to attempt restoring the current tab, too, in case it was zombified. At the moment, this only happens when the whole app has been background and then brought to the foreground again.

Hi!
I tested this on the latest versions of Beta 67.0b9, Release 66.0.2 with Nokia 6 (Android 7.1.1), Samsung Galaxy Note 8 (Android 9) and I could not reproduce the issue.
Due to my findings, I'll mark this issue as Verified on Firefox 66 and Firefox 67.
