[Tracking Requested - why for this release]:

This is a telemetry hotfix. Activity Stream is looking to conduct a series of experiments for the new Newtab page in beta 66. Without this patch, we might get some incorrect metrics for some of those experiments.

Since this new feature is behind the pref, and only be turned on for the experiment users, it has nothing to do with other regular Activity Stream functionalities in 66.
