1523410 - neowin.net has jiggly hover effect

Steps to reproduce:

1. Go to https://www.neowin.net/ .
2. Move your mouse over the biggest picture.

Expected results:
The hovered picture should move in smoothly.

Actual results:
The hovered picture jiggles and has a flashing white line at the top.

At certain zoom levels this doesn't happen, for example it doesn't seem to happen for me on a HiDPI 2x display. But it happens consistently on a 1x display for me.

Some time ago I reported a similar and probably related jiggling bug on hover here:
https://github.com/servo/webrender/issues/2924

This also still seems to be present.

Test fails locally for me, but passes on automation, ugh.
