Mac OS 9.1 JA

1. Launch Navigator
2. Select Edit/Preferences/Navigator/Languages
3. Click and expand Default Character coding list box
4. Set cursor on up/down triangle
List scroll is too high, even though we can't stop in the middle of
   first and second lists.
It is too difficult to catch Gxxxxxxx and Hxxxxxx languages.
Specially high speed for Mac OS 9.1.
