"Disable Pop-up Auto-hide" isn't toggled after chrome debugging is disabled

Steps to reproduce:
Enable browser chrome and add-on debugging toolboxes
Enable remote debugging
Launch Browser Toolbox
Disable Pop-up Auto-hide
Close the Browser Toolbox and disable chrome/remote debugging
Actual results:
The option "Disable Pop-up Auto-hide" is still under effect, and pop-ups won't be hidden automatically.
Expected results:
That option should have no effect after chrome debugging is disabled.

Thank you for taking the time to add this report. However, I could not reproduce the issue. I've tested this on all Firefox latest versions, on Windows, Linux and Mac OS. It works the same across versions and os-es. Once the Browser Toolbox is closed, the option resets to the default state (disabled), and all pop-ups hide if the user clicks outside of the pop-ups.
Going back a little bit, I've noticed the behavior you described did reproduce before builds from 10/03/2018 (1st good build), but since then, all builds seem to work as described above.
Could you please retest this using a new clean Firefox profile, maybe even safe mode, to eliminate custom settings as a possible cause (https://goo.gl/PNe90E) and report back the results? It's possible I might not understand the report completely, but if the issue does still reproduce, could you please give us an example of pop-up that does not hide (maybe even capture a short video of the issue for better understanding)?
It affected the context menus displayed on the tab bar, and I had to enable the Browser Toolbox again to toggle that setting. I can't reproduce it anymore. I'll reopen it if it happens again and I figure out what caused it.
