Details

1) type address in the URL bar, press enter (it is best to choose a page which will take much time to load) 2) while Mozilla is connecting to the server (often also when the page is loading), try Ctrl+N, Ctrl+T, or Ctrl++PgUp/PgDn - it does nothing I would expect it to be working even if the page is loading Mozilla/5.0 (Windows; U; WinNT4.0; en-US; rv:1.0rc3) Gecko/20020523

It occurs also when you open link in a new tab and switch to it. Then Hotkeys don't work until you click either on the URL bar or somewhere in the area where page content is displayed. Clicking on the tab bar doesn't help.
