1523871 - Add a "compact toolbar" mode in the console

An option should be added to the doorhanger menu to toggle the compact toolbar mode.

When in compact mode, the filter buttons should be hidden, and turned into a dropdown menu, and the persist logs checkbox should be moved to an option in the doorhanger menu.

Hi Armando, I noticed that this bug hasn't moved in a while, but there's a patch on phabricator with some comments from the reviewer. Are you still interested in working on this? If you need more time, that's totally fine, just let us know so we can make the bug available to others in case you didn't plan on working on this anymore.

Hi Patrick! I really haven't a chance to continue working due to my responsibilities on my primary job. I'm more than happy to continue working on this bug but unfortunately I won't be able to do much until March 2020. Feel free to make the bug available to others in case we need to deliver this soon.
