Steps to reproduce:
0. Start Firefox 65 ja build
- Open data:text/html,<textarea spellcheck="true"></textarea>
- Right click on the textarea
Actual Results:
no "言語"(Languages) menu, so unable to add Dictionary
Expected Results:
the menu item should display

This was fixed by Bug 1496995 in 66 but not in 65... :(

Isn't this invalid? You don't have a language submenu because there's no dictionary installed (and the other bug adds it back).

So, there is no way to install any spellcheck dictionary to 65 ja build.

That's the case for any language not bundling dictionaries (the majority).
