[Prerequisites]:

• Set "browser.newtabpage.activity-stream.discoverystream.config" to "{"enabled":true,"show_spocs":true,"layout_endpoint":"https://getpocket.com/v3/newtab/layout?version=1&consumer_key=40249-e88c401e1b1f2242d9e441c4&layout_variant=basic"}" in a new profile.

[Steps to reproduce]:

1. Start the browser and open a new tab.
2. Refresh the page at least 5 times and observe the 3rd card.

[Expected results]:

• A non-sponsored card is displayed.
  OR
• A different sponsored card is displayed.

[Actual results]:

• The same sponsored card is displayed.

[Notes]:

• The sponsored card remains the same even if after it is visited multiple times.
• In the default experience, the sponsored cards are dismissed after a few page refreshes.
• Attached a screen recording of the issue.

This is mostly happening in https://bugzilla.mozilla.org/show_bug.cgi?id=1520258

but there might also be a bit in https://bugzilla.mozilla.org/show_bug.cgi?id=1520890 that is similar.

This is known and 1520258 is happening in 66, 1520890 is still being discussed.
