Details

Show a visual indicator on the Changes sidebar tab when there are CSS changes aggregated in the Changes panel.

This is indeed related to the Track Changes M2 project, but it is a stretch goal only. I'm going to make this block the parent track changes bug instead of the M2 bug, so that we can mark the M2 one complete soon-ish.
