CopyTexImage needs:

  switch (internalFormat) {
    case LOCAL_GL_R8_SNORM:
    case LOCAL_GL_RG8_SNORM:
    case LOCAL_GL_RGB8_SNORM:
    case LOCAL_GL_RGBA8_SNORM:
      webgl->ErrorInvalidEnum("SNORM formats are invalid for CopyTexImage.");
      return nullptr;
  }
