1525389 - Themes installed from AMO no longer appear in the customize UI inside themes dropdown

I have a theme installed in my existing Firefox profile https://addons.mozilla.org/en-US/firefox/addon/mac-lion-bg/ that appears in the customize UI. New profiles no longer show the theme there, or any theme installed from AMO.

Steps to reproduce:

1. Install https://addons.mozilla.org/en-US/firefox/addon/mac-lion-bg/
2. Navigate to customize UI
3. Click on Themes

What happens:

I see themes, but no entry for mac lion bg

Expected result:

I see an entry for mac lion bg.

Asif, thanks for filing this. Are you able to reproduce this by installing a theme with a new profile?

I'm not sure if this is an issue in Firefox or addons.mozilla.org. Would you be willing to run mozregression[1] to help narrow down when this broke? If you've not used that before, there are instructions at https://mozilla.github.io/mozregression/quickstart.html

It might also help to know what OS and Firefox version you are using. Could you attach the output of about:support to this bug?

Moving this to WebExtensions/Themes component as I suspect the root cause is not in Fx/Customize UI. But please send it back if I'm wrong.
