1525956 - Upgrade comm-central .taskcluster.yml

We will soon be shutting off mozilla-taskcluster, which is currently in charge of interpreting .taskcluster.yml. We are replacing it with hooks that are generated by ci-admin on the basis of .taskcluster.yml. The only change relevant to this repo is that push.comment is no longer available, and must be fetched locally by the decision task.

I think the fix here will be to simply remove references to the comment from .taskcluster.yml, as this is using the mozilla-central decision task implementation which has already been upgraded to derive the comment directly from the local hg repo. But I am probably wrong :)

Oh, I just saw bug 1525072. I think we just need to remove the _pushComment bit and we'll be done.
