The pref to flip will be identity.fxaccounts.pairing.enabled.

We want to target Fenix's release date.
This will involve 2 things:

  • Flipping the pref to 100% on Fenix's release date using Normandy.
  • Flipping the pref by default in the Firefox release that comes right after.
