I'm having a virtualenv with 2.7.10, and I was confused why I'm asked to install python >= 2.7.9 in moz-phab.

Turns out that the method we're checking probably only landed in 2.7.12, at least that's what https://github.com/python/cpython/commit/dbcd4576244b9c9acc6201034b1dfcc858c541ed says, and also release notes point to that.
