Sync web-platform-tests PR 15177 into mozilla-central (this bug is closed when the sync is complete).

The HTML specification [1] doesn't have such special handling, and
Firefox conforms to the specification.

Remove fast/innerHTML/javascript-url.html because javascript: URLs are
not special any longer.
