Steps to reproduce:
It makes sense to manipulate its resolution to make it fit the intended size, but when the image is the only thing being shown it doesn't need to get upscaled (only downscaled, if it can't be shown entirely without scrolling, which is the default behaviour).

If I'm understanding the request here, it sounds like it's basically bug 857089, which I was looking at a few years ago; but we never really came to a conclusion on the UX discussion there.
