We've slid back to recompiling crates in the tree unnecessarily since bug 1499196. There are some syn features that started differing, and there may be others.
We should also figure out how to automatically update this as we update crates in the tree.

I noticed some big build times improvements on Linux.
I'm not really sure whether they were caused by this bug or bug 1529799, as I'm not really able to retrigger the jobs
on a specific instance type.
