1527599 - Always show empty about:telemetry sections

Per #fx-metrics, it can be confusing to not see any about:telemetry section for events.
Is it because i should look somewhere else?
Is it because we don't have events recorded yet?

If we always show the section it (possibly greyed out in the left-hand nav bar or so), that should reduce confusion.

Greyed-out "Events" section on the Current View is MVP. Bonus points for having it on all "main" pings.

It can be confusing to have the "Events" section here for some "main" and
"main"-like pings, but not there for others. Keep it around even if there's no
data there to show.

We have a lovely display for "No data here, boss" so we might as well use it.
