It should not be possible to bookmark about:blank, and for this
reason we remove the bookmark button (the star) on navigation to
this document.
It is however still possible to trigger the bookmark doorhanger by
pressing its keyboard shortcut, which on macOS is ⌘D. This causes
the doorhanger to appear in the top-left corner of the application
window (see attached screenshot).

we disable the star for UI reasons, that are unrelated to being able to bookmark or not, indeed we removed any blocking of urls some time ago.
Anchoring to the identity panel is the default behavior when the star is not present in the UI, so that's expected.
Not nice, but I don't think it's worth fixing or tracking this.

Then it could be argued that there is a UX inconsistency between
key mappings and elements presented visually here, even if the
reasons for removing the bookmark star are different.
This may not be an important bug to fix, but I would respectfully
ask that we still track it.
