Build: 9/29/99 SeaMonkey build

1. From http://jimbob/trigger2.html, trigger
   http://jimbob/jars/a_fileop_dircreate.xpi to create a directory
2. Repeat step #1 above to attempt to create a directory that already exists

Install.StartInstall("Acceptance: a_fileop_dircreate", "acceptance", "1.1.1.1",
0);
f = Install.GetFolder("Program");
err = Install.DirCreate(f + "a_fileop_dircreate");
Install.LogComment("DirCreate returns = " + err);

RESULT:
The second trigger does not create a directory since it already exists.  The
Install.log shows:

EXPECTED RESULT:
The Install.log should report an error message since it did not successfully
create the directory.

marking bug WONTFIX, a decision from yesterday's meeting.
We decided no error code is required, if trying to create an directory that
already exists.
