1529088 - Hold the new HTML-based about:config to Nightly until Product has signed off

We've got a shiny new about:config written in HTML instead of XUL / XBL.

There are a few things that UX, Product and Engineering need to sync up about with regards to the final set of features we want available in the initial version.

In the interests of caution, I think it's prudent to land a patch that will hold the new about:config to Nightly until Product has signed off on it for shipping.

We can easily back out the patch if we decide that what we have currently in Nightly (or with minor modifications) can be shipped in Firefox 67.

Thanks Mike! Non-artifact builds are quite slow for me at the moment, but if you or someone else would like to write a patch and run a try build I can probably review it sometime tomorrow.
