Provide easier access to existing saved logins from the password manager save/update doorhangers.

This entry point should call LoginHelper.openPasswordManager(…) so that the correct UI is opened after bug 1529729.

The current UX spec doesn't have this UI specified so we need that before implementing this.

UX thinks that this would be out of context from the user's flow so we're not going to do this now.
