I'm guessing bug 1538805 is related.
I was able to reproduce this, but then I updated to the latest stable version, and the problem went away. Can you confirm that this has been fixed?

Still fails for me on MacOS 10.14.5
Tried both FF 67.0.4 (64-bit) and 70.0a1 (2019-07-10) (64-bit)
Steps are the same as the first message above. Run the page, connect the controllers, see they work, fresh the page, press buttons, no controllers appear.
Repeat in Chrome, it all works.
