In the Changes panel, the "Copy Rule" button appears when hovering on the rule's selector.
Increase the hit area by showing the button when hovering over both the rule's selector and declaration block.
Take care with nested rules to avoid confusion when hovering over the closing bracket of the parent rule which shows the button of the parent rule (perhaps ignore the closing brackets from hit area). See attached video for unexpected behavior.
