Currently, pulsebot is run on :glandium's personal infrastructure. However, it has become part of the firefox development workflow.
It comments on bugs when they get merged to integration branches, and reports in #developers when commits land in most official repos.
I recall in the past the tree has closed when it has been unavailable, though I believe the most recent few times it has been down, the sherrifs have manually commented on the bugs during its downtime.

Thanks to Mike for running and maintaining pulsebot through all these year.
Regarding pulsebot's comments about check-ins on Bugzilla: That's helpful to quickly see when code changed and e.g. notice that one gets blocked or unblocked by it. If pulsebot gets restarted, it can update those bugs for which patches have landed but not merged yet into mozilla-central. Bugs whose changesets got merged have to be updated manually. Having support across timezones would split the burden and reduce the risk of having no check-in Bugzilla comments for several hours.
Sheriffs notice check-ins by watching the trees, so they are not best people to judge the value of the pulsebot comments about check-ins on IRC.
