The Base Content JS measurement is hovering around 4MB and is relatively stable. We'd like to reduce the threshold for alerts to a granularity of about 5-10KB which maps to ~2%.

This adds support for specifying per-suite perfherder alert thresholds and
updates the base content JS measurement to specify a 2% threshold.

Sorry that should be 0.2%. I went with 0.25% for a little padding.
