The ability to mark a rule as selected was introduced for the Font Editor in Firefox 61 in bug 1443846, but it was never used because the Font Editor shipped with a different UX.
The functionality has been kept around in case other tools would need it. It has never been used. At this point it's dead code and should be removed.
