Our OEM partners need all of our language packs and they need them named based on their ID in order to properly install them.

Currently, that involves going to a page like:

https://archive.mozilla.org/pub/firefox/releases/65.0.1/win64/xpi/

Downloading all of the XPI files and manually renaming them.

We should provide a simple way to download all of our language packs with the correct names as part of our build process.

I realize they could automate this, but it makes much more sense if we do.
