Steps to reproduce:

  1. Create a new message and enter a recipient.
  2. Using the mouse, attempt to change the recipient type from "To" to "CC" or "BCC" by hovering over the dropdown to the left of the recipient address.

Actual results:

Observe that when the cursor hovers over the the dropdown used to change the recipient type, the target icon changes to the "remove recipient" icon, often causing the user to accidentally remove the recipient instead of the intended action of changing recipient type.

Expected results:

The target icon should remain in its location. Moving the icon to a different location when hovered is unexpected and confusing UX, and made worse by replacing it with a single-click destructive action.
