Steps to reproduce:

In Windows 7 and 10, Thunderbird 60.5.2, from any program that allows you to Save and Send using E-mail, including from Windows Explorer by right clicking and selecting Send to Mail Recipient, fails. (tested with MS Office 2010/2016, Adobe Reader)

Actual results:

Get error.
Another application is attempting to send mail using your user profile. Are you sure you want to send mail?
[checkbox] Warn me whenever other applications try to send mail from me.

Click OK, then get following message.
General mail failure. Quit Microsoft Excel, restart the mail system, and try again.

Expected results:

Open new email in Thunderbird with file attached. Worked in 60.5.0.
