The DEBUG_PAGE_CACHE code is ancient and requires rebuilds to use; it would be much more useful if it was available on MOZ_LOG=PageCache:N
An open question is if we want to add this many bits of debug code to our build, but we have a crazy number of LOG statements already (~12000 perhaps).
