Steps to reproduce:
- Updated to FireFox Nightly 67.0a1 (2019-02-27)
- Updated my local preferences, bookmarks, etc for new profile behavior.
- Went into Preferences > Home and set 'Homepage and new windows' to 'Blank Page'.
- Press CMD+N to create a new browser window.
Actual results:
Nightly opens a new window and displays the content page for "Changes to your Nightly profile" information page, with "What changed?" and "Sign in or create a Firefox account".
Expected results:
When Preferences > Home settings are set to 'Blank Page', cmd+N should create a new window with a BLANK page.
NOTE:
This bug only occurs for the 'Homepage and new windows' behavior.
New tab behavior works as expected. Specifically, setting 'New Tabs' to 'Blank Page' results in a blank window when creating a new tab. Similarly, setting 'New Tabs' to 'Firefox Home' displays the home page as expected.

Thank you for taking the time to add this report. However, I was not able to reproduce the issue that you have described. Updating from an older version, selecting Blank Page for Homepage and new Window and then opening a new window works as expected for me (A blank new page opens).
Could you please retest this using the latest Nightly build (https://nightly.mozilla.org/) and report back the results?

ditto. I am not able to reproduce this problem using Nightly 68.0a1 (2019-04-07).
I am unfortunately not 100% sure of what nightly version I was upgrading from when I reported this bug, so I can't regress back to the pre-upgrade state. sorry
suggest close as invalid (non repro)
