ACTUAL RESULTS:
The video plays with quite-extreme artifacts and garbled areas.

EXPECTED RESULTS:
Smooth video playback.

I'm using 64-bit Nightly 67.0a1 (2019-03-01) (64-bit) on Ubuntu 18.10.

This is a recent regression, from Bug 1531241:

BTW, I clicked around gfycat a bit, and I couldn't trigger this issue with any other videos -- only this one.

I've attached the problematic video,for archival/testing purposes.
