Screenshot of the issue
My top sites appears as a 4 (height) x 8 (width) tile grid without thumbnails or descriptions (see attached screenshot). It's been like this for several weeks. The STR is unknown. iirc, I had top sites disabled before and now they suddenly appear, but are empty.
I'm running Nightly and I could reproduce on my 2-20 build as well as my 3-1 build. I'm on macOS 10.14.

You can at least reduce the number of empty rows to 1 by resetting browser.newtabpage.activity-stream.topSitesRows
