Most of the time during beta the current URL at https://www.mozilla.org/%LOCALE%/firefox/%VERSION%/releasenotes/ gets redirected by bedrock (www.m.o) to beta relnotes (because release notes for %VERSION% don't exist yet), but that no longer happens when we have draft release notes for the actual release (see bug 1531414). If we point directly at the beta release notes from beta builds we don't have to rely on that redirect.

Instead of relying on a server-side redirect from XX.0 to XX.0beta,
change the URL to be the right one for beta and developer edition
builds, like fennec already does in mobile/android/app/mobile.js.
