Steps to reproduce:
Used 3rd party scanner application to scan document to email.
Or, used LibreOffice File/Send/E-mail document.
Thunderbird 60.5.2 32-bit, Windows 10 Pro
Actual results:
No email compose window was visible. Error console logged:
NS_ERROR_NOT_AVAILABLE: Cannot call openModalWindow on a hidden window
nsPrompter.js:340
Expected results:
Email compose window should have opened with the scanned file or document as an attachment.
This was working with earlier versions, seems to have started with 60.5.2 update.

You should find this fixed in version 60.5.3
