The TH UI adds a red notice 'Taskcluster: unknown context value clientId'. Might be fallout from bug 1529223 ? This worked ~2019-02-26 but broken by 2019-03-01.

Tom Prince tells me this is due to only part way through implementing bug 1485680.
Possible workarounds are to
- delete https://searchfox.org/mozilla-central/rev/3e0f1d95fcf8832413457e3bec802113bdd1f8e8/taskcluster/taskgraph/actions/release_promotion.py#83
- remove the offending part of https://searchfox.org/mozilla-central/rev/3e0f1d95fcf8832413457e3bec802113bdd1f8e8/.taskcluster.yml, which is only in metadata
