https://bugzilla.mozilla.org/show_bug.cgi?id=1532958#c0 states that people can't files bugs in MOC:Service request anymore.
Proposing to change that to Infra:LDAP . Will change this to whatever mpoessy/jabba find appropriate.

Before this change, when an account is expired the message displayed says to open a bug in Moc Service request. Moc is no more , changing the message to file a bug in the LDAP component.
