Some tests were disabled to enable a green test run for windows10-aarch64.

This bug is a tracker for the a11y tests.

I think most (if not all) of these failures are due to a11y being always active on Windows 10 aarch64. Instead, for tests, we expect a11y to be enabled only when we explicitly enable it. This is being addressed in bug 1531537.
