In bug 1373835, we are going to do scroll snapping on Element.scrollIntoView, the spec clearly says that programatical scroll should do that. But it's not yet clear to me that we need the same thing for Selection.scrollIntoView because it's a chrome only API.
Anyway I am filing this, and I don't know who is the right person to ask. masayuki?

This was fixed by bug 1771830. Now Selection.scrollIntoView also snaps.
