I installed Mozilla 1.0 over Netscape 4.7 on a WinMe PC.
None of the Netscape address books got converted to Mozilla address books.
Further, the Mail app Tools->Import does not support importing the
Netscape 4.7 *.sbd address book format.

It seems the Mozilla installer should work over Netscape 4.7,
since folks like me are trying to upgrade to Mozilla instead
of Netscape 6.x (since 6.0 got bad press as too buggy, and why
bother with 6.1 when Mozilla exists now). If the install does
not work completely (eg. no address books), many folks are likely
to not bother with Mozilla. Upgrading to Netscape 6.x in order to
install Mozilla cleanly is too much effort for most folks, including me.

I was able to export each Netscape address book as a *.ldif file,
and then one-by-one import each to Mozilla. The casual user
would not have been successful in guessing how to do this.
Also, there seems to be no interface to import all address books from
a given directory.

The final result has a permanent glitch however, with no apparent workaround.
The first address book name in Netscape 4.7 became the name of the "Personal"
address book in Mozilla 1.0 (which seems to show that the installer
attempted and failed to convert Netscape 4.7 address books).
I cannot delete it, nor rename it, and this is quite aggravating.
I also cannot find the address book as a separate file on disk.
